Should systems be created by rules or left to discretion?

There is a place in my neighborhood where there is a roadway between two footpaths.

When going to the footpath on the other side, I have to cross the roadway.

There are no traffic lights, let alone a crosswalk.

It is a bus route, and there are some car traffics.

Why are there no traffic lights or crosswalks?

I speculated that even though the roads may seem to be at risk of accidents , no traffic accidents have actually occurred there.
(Although there may be calls for the installation of crosswalks.)

In places where there are no traffic lights or crosswalks, both drivers and pedestrians pass each other while worrying about their own safety.

  • Drivers naturally slow down because they know a person might suddenly jump out in front of them.
  • Pedestrians always check that there are no cars approaching and cross with a sense of tension.

As a result, even without compulsory elements like traffic lights or crosswalks, there may be a deterrent effect to prevent accidents.

This reminded me of the roundabouts that are used at intersections in the UK.
(sometimes seen in Japan too.)

Roundabouts are intersections that don’t have traffic lights.

When entering a new intersection, we enter in a one-way direction.

Vehicles that have already entered the intersection are given priority.

Compared to intersections where there are enforcement forces in the form of traffic lights, drivers in intersections are more careful of their own driving and accidents are significantly fewer.

While minimum necessary rules are needed, even when it is left to each party’s discretion, there are cases where accidents can be prevented.
